　　中国资源综合利用协会（CARCU）是经中华人民共和国民政部批准注册的全国性社团法人。

　　协会的宗旨是：以促进资源的合理利用，提高经济增长的质量和效益，治理污染，保护环境，实现经济效益、环境效益和社会效益相统一为目的，推动中国资源综合利用事业的发展，为中国现代化建设服务。

　　协会的主要任务：

　　1、贯彻执行国家资源综合利用的方针、政策，协助政府部门开展资源综合利用，在政府和企业、企业和企业之间发挥桥梁和纽带作用。

　　2、开展资源综合利用基础资料的调查、搜集和整理，研究国内外资源综合利用动态和发展方向，为政府有关部门制定资源综合利用法规、政策、规划提供建议，并协助实施。

　　3、宣传国家关于资源综合利用的方针、政策，出版中国资源综合利用刊物，编写教材、书籍，普及科技知识，开展学术、信息、经验交流。

　　4、向企业提供国内外资源综合利用技术、管理信息和咨询服务；协助会员开展科技攻关、产品开发、项目可行性研究、设计方案论证等；协助会员开拓技术和产品市场；促进资源综合利用技术进步和企业经营管理水平的提高。

　　5、组织开展资源综合利用的国际交流与合作，引进并消化吸收国外先进经验与技术。

　　6、接受政府有关部门及其它社会团体和单位的委托，承办与资源综合利用有关的业务。

　　7、维护协会会员的合法权益，及时向有关方面反映会员的意见、建议和要求。

　　本协会在业务上接受国家经济贸易委员会的指导。国务院有关部委和各省、自治区、直辖市和计划单列市的经济贸易委员会（经委）及部分团体会单位是本协会的理事单位；协会现有团体会员577个，个人会员104个。

　　The China Association of Resources Comprehensive Utilization（CARCU）is a nation-wide mass organization legal person approved by and registered by the Ministry of Civil Administration.

　　The purposes of the association are to actively carry out resources comprehensive utilization,to increase economic efficiency, to tackle problems related to pollution,to protect environment,to maximize efficiency, environmental efficiency and social efficiency, to vigorously promote the development of the cause of resources comprehensive utilization and to make contribution to the sustainable development of the economy and the society.

　　1.To earnestly implement the State guidelines and policies on resources comprehensive utilization, to assist the government departments to conduct resources comprehensive utilization, and to serve as a bridge and a link between the Government and the enterprises, and among the enterprises;

　　2.To conduct surveys of the basic information on the national resources comprehensive utilization and to collect and arrange the subsequent documents, to study the trends and development directions of Chinese and foreign resources comprehensive utilization, to offer proposals to the relevant government departments for making regulations, policies and plans, and to assist their implementation.

　　3.To publicize the guidelines and policies of the Party and the State on resources comprehensive utilization, to publish the China Resources Comprehensive Utilization magazine, to compile teaching materials and books, to spread scientific and technological knowledge among the people, and to develop exchanges of academic, information and experience.

　　4.To provide the members of the association with Chinese and foreign technical, management information and consulting services on resources comprehensive utilization; to assist the members of the association in carrying out the work of tackling key scientific and technical problems, developing products, conducting project feasibility studies, expounding and proving designing schemes, etc.; to assist the members of the association to explore technologies and product markets, to promote technical progress in resources comprehensive utilization, and to upgrade the operational management of the enterprises.

　　5.To organize and develop international exchanges and cooperation in resources comprehensive utilization, to introduce, digest and absorb foreign advanced experience and technologies.

　　6.To be entrusted by the government departments, other social mass organizations and units to undertake business related to resources comprehensive utilization.

　　7.To safeguard the legitimate rights and interests of the members of the association, and to timely reflect the opinions,suggestions and demands of the members of the association to the relevant organizations.

　　Within this context, the association receives guidance of the State Economic and Trade Commission. Related ministries and commissions under the State Council, economic and trade commissions (or economic commissions) of various provinces, autonomous regions, municipalities directly under the Central Government, municipalities having separate plans in the national plan and some of the member organizations are members of the Board of Directors of the association. The association now consists of 540 member organizations and 140 individual members.
